A government may declare that the
country is in a state of
emergency. This means that the
government can suspend and/or
change some functions of the
executive, the legislative and or the
judiciary during this period of time.
It alerts citizens to change their
normal behaviour and orders
government agencies to implement
emergency plans. A government
can declare a state of emergency
during a time of natural or human-
made disaster, during a period of
civil unrest, or following a
declaration of war or situation of
international/internal armed
conflict. Justitium is its equivalent
in Roman law.
It can also be used as a rationale
(or pretext) for suspending rights
and freedoms guaranteed under a
country's constitution or basic law.
The procedure for and legality of
doing so varies by country. Under
international law, rights and
freedoms may be suspended
during a state of emergency, for
example, a government can detain
citizens and hold them without
trial. All rights that can be
derogated from are listed in the
International Covenant for Civil and
Political Rights . Some sources
argue that non-derogable rights
cannot be suspended.[1] However
this theory is contested. Emergency
law does and can override non-
derogatory rights during a state of
emergency.[2]
Some countries have made it illegal
to modify emergency law or the
constitution during the emergency,
other countries have the freedom
to change any legislation or rights
based constitutional frameworks,
at any time that the legislative
chooses to do so. Constitutions are
contracts between the individual
government and the citizens of that
Country. The International
Covenant for Civil and Political
Rights (ICCPR) is an international
law document signed by states.
Therefore the Covenant only
applies to states not citizens.
However signatories to the
Covenant are expected to integrate
it into national legislation. The state
of emergency (within the ICCPR
framework) must be publicly
declared and the Secretary-General
of the United Nations must be
contacted immediately, to declare
the reason for the emergency, the
date on which the emergency is to
start, the derogations that may take
place, with the timeframe of the
emergency and the date in which
the emergency is expected to
finish. Although this is common
protocol stipulated by the ICCPR
often this is not strictly followed.

IN ISLAM
25 November Elimination of Violence Against Women (EVAW) was mark and celebrated around the world I read articles some people wrote against how muslims treat women and I laugh about what they are saying because they think women covering their face, not valued and not allowing to be voted in an islamic society is violence against women When i asked about this treatment of Women in Islam. I understand that they misunderstood the logic behind what they are saying but I really want to share with you the logic which Inshallah it will help u know that women are treated nicely by muslims :
1. Our Women are so precious to us; That is the reason Women are covered from head-to-toe. (just like how u always want keep ur almighty £ money covered cuz is precious)
2. Our Women in Islam they are highly Valuable, treated with respect and Honor ( Just like how u honor ur Boss,or kings,or queens,or President etc)
3. Not voting Women in islam is because they are weak that's why they need someone to support them (just like wat happen yestrdy is enough reason to show u that women are weak and need somone to suport and I tink daz y u organized EVAW to suport women in. D world ) And remember is quite obvious the people send by God to lead mankind were all men (y not women?? I tink u knw d. Answer now ).

KANO BLAST: THE EMIR OF KANO MAKE A HUGE MISTAKE
KANO BLAST: The Emir of Kano make a huge Mistake
Before I start my Name is Suleiman A Gamawa (Bsc physicist from unibuja). I am nobody and am not against the Emir of Kano I Just want to tell the truth with sincerity.
Let me just take you straight; its was on Saturday 15 of November 2014 His Royal Highness Malam Sanusi Lamido Sanusi (CON) while making a closing remark at the weekly recitation of the Holy Quran as part of prayers for peace in the country, the Emir urged religious and community leaders to undertake the immediate task of reinventing courage in their people, particularly the youth, in preparation for self defence against Boko Haram attacks. And he was right but He forget something very important that great leaders like him should not forget which is the Psychological morality of His people.
But let's hear what His Royal Highness Malam Sanusi Lamido Sanusi (CON) said Before we judge him:
“These people (Boko Haram) when they attack towns, they kill boys and enslave girls… People must stand and resolute.”
“People must not assume that the crisis will not reach their area. If it comes, we are asking God to give us fortitude, but if He wishes to take martyrs from amongst us, we should be ready to give our lives,”
The Emir also said:
“People must not wait for soldiers to protect them. There are even instances where soldiers on ground ran away in the face of attack.”
The statement made by the Emir was absolutely correct the missing puzzle is that the way his people will react mentally to his saying. ( “People must not wait for soldiers to protect them'' ) the mental functions and behaviors of the people will make them Break the law because they don't have the training skills or tactics to keep a society safe from Boko Haram and in the other hand also it will discourage the soldiers in discharging their duties properly. And in this kind of situation on friday 28 of November 2014 Bomb blast hits Kano Central Mosque during Juma’at prayers. Many people lost their life is a tragic moment for the people of Kano and Nigeria at large. "I think we shall always learn from our mistakes to change it cause in the future "
Sheikh Uthman Ibn Fodio (Yarhamuhullah) made it clear that a scholar should understand his religion and his time altogether ( I.e the period and the people of his time)
